Modernization of the system of environmentally safe sustainable development

Abstract

Goal. To analyze the process of forming a system of modernization of environmental safety in Ukraine as a consistent process of creating new systems or improving existing ones. Methods. The analysis of the research was carried out with the help of general scientific, graphic, special, and monographic methods. The analysis of the process of modernization of ecological safety on the territory of Ukraine using a graphic method is covered. Based on the monographic method, research was conducted in domestic and foreign publications on the problem of modernization of environmental safety. Results. The role of the state in carrying out legislative reforms in the constitutional, property, banking, and other spheres involved in the process of guaranteeing protection, reforming security institutions, and developing tools and mechanisms for its indirect management, in particular through the public-private partnership system and environmental public security. The deepening of inter­regional differentiation (spatial heterogeneity) and the interconnection of disintegration and integration processes are recognized as the main current transformational trends to ensure security, which generates problems and potential threats, requires the search for new strategic solutions that will promote sustainable development. The model of interaction of institutes and institutions of modernization of ecological safety system in the conditions of transformation of the economy as a process of definition and fixing of norms, rules, statuses, and roles of subjects, their association in the system according to principles and bases of sustainable development is offered. The model takes into account the forms and methods of public-private partnerships, which correspond to the peculiarities of the region’s development, innovation, and investment activity in its territory, aimed at improving the state of the environment. Within such a partnership, capital (investment) is attracted to the reproduction and development of objects of strategic and social significance. Conclusions. It is established that the laws of the process of modernization of the environmental safety system are carried out under the following conditions: the transition from a de-greened society, which is carried out through comprehensive reforms, long in time, to green; improving economic, political and social mechanisms of social development; mastering the leading industrial and information technologies, socio-economic forms, accompanying social and political institutions.
