Institutional support of the food system of Ukraine in the current crisis conditions

Abstract

Goal. To determine the peculiarities and justify the ways of improving the institutional support of the sustainability of the functioning of the food system of Ukraine in modern crisis conditions. Methods. Dialectical and logical methods of scientific knowledge, as well as a complex study of modern trends and a set of statistical data analysis methods that characterize the functioning of the food system of Ukraine in crisis conditions, are used. Results. The main trends are outlined and substantiated proposals are offered for improving the institutional support for the functioning of the food system of Ukraine in modern crisis conditions. Studies confirm that the crisis associated with military aggression against Ukraine significantly worsens the country’s food security. Overcoming such threats will contribute to the improvement of legislation, review of the functions, powers, and responsibilities of state authorities, and establishment of appropriate prohibitions, restrictions, and i centives for the activities of agrarian entrepreneurship subjects in the conditions of martial law. It is proposed to temporarily introduce mechanisms for the formation of state resources for certain types of food products, restore the functions of the Agrarian Fund of Ukraine for regulating the food market, and to apply many other institutional factors. In connection with the acquisition of Ukraine’s status as a candidate for EU membership, actions were proposed for effective entry into the institutional system of the community. Conclusions. The tasks of the agrarian sector of the economy of Ukraine in modern crisis conditions require the corresponding modernization of its institutional support. The preparation of reasonable proposals and the organization of a stable food supply for the population should be carried out by the central executive body on agrarian policy together with other executive and self-government bodies and business entities. European integration is an important way to solve crisis phenomena.
