State and problems of the market of biological plant protection products in Ukraine

Abstract

Goal. To find out the peculiarities, problems of the formation, functioning and development of the market of biological means of plant protection in the context of ensuring the prospects of ecological agriculture in Ukraine. Methods. To carry out analytical, economic-statistical and comparative studies, we used information from the State Statistics Service of Ukraine, the State Production and Consumer Service of Ukraine, analytical publications of domestic and foreign authors. The results. The analysis of biological preparations for plant protection approved for use in Ukraine confirmed the presence on the market of protection means of 126 preparations of 38 domestic manufacturers and 117 biological preparations of manufacturers of 28 countries of the world. The main problems of the transparent and effective functioning of the market of biological preparations for plant protection are the limitation of information about the manufacturers of biological preparations, their products (assortment, prices, available volume on the market, forms of sale, warranty conditions, etc.) and comparative characteristics of the drugs, the existence of a significant share of the production of biological preparations in the shadow circulation, obstacles to the market entry of biological preparations for plant protection, created on the basis of the latest scientific developments of research institutions of Ukraine, the method of organization and maintenance of the State Register of pesticides and agrochemicals approved for use in Ukraine. Conclusions. The currently ineffective functioning of the market of biological preparations for plant protection in Ukraine slows down the processes of greening agriculture and the active implementation of environmentally safe technologies in plant protection. Overcoming the underdevelopment of the market of biological preparations for plant protection and creating conditions to support the domestic producer are possible with the development and active implementation of preferences for domestic producers of biological preparations for plant protection, further creation and development of a network of biofactories and biolaboratories and a significant increase in the volume of production of biological preparations. This should happen systematically and on the basis of conducting thorough scientific research and the further search and development of new domestic highly effective modern biological preparations, which will also require further improvement of the mechanisms of the effective functioning of the market of biological preparations for plant protection in Ukraine.
