Improvement of the organizational mechanism for the development of green residential construction on the example of rural settlement areas

Abstract

Goal. To determine the essence and constituent parts of the organizational mechanism, the practical implementation of which is focused on the development of “green” residential construction in rural residential areas, which will ensure the rational use of energy and material resources, reduce the negative impact of buildings on the environment, and meet the needs of the rural population in comfortable living conditions following modern world standards. Methods. Scientific-theoretical, monographic, system-structural, induction and deduction, abstract-logical, graphic, and tabular. Results. The EU policy on the energy efficiency of buildings is analyzed. Construction and housing and municipal utilities are considered the most energy-intensive sector of the Ukrainian economy, as well as “green” construction - as an innovative type of construction. Special attention is given to the issue of energy efficiency of buildings and its connection with “green” construction. The conceptual model of an energy-independent village is considered. Statistical data on the housing stock in rural areas in Ukraine has been developed. A structural scheme for the formation, operation, and improvement of the organizational mechanism for the development of “green” residential construction in rural settlement areas has been developed. The current state of Ukraine’s housing stock and plans for the post-war reconstruction of the country are studied. Conclusions. The development, formation, and operation of “green” residential construction in rural residential areas can become a driving force for the introduction of innovative “green” technologies (energy-saving technologies, use of solar energy, secondary use of water, arrangement of the territory around the building, etc.). Scientific support for the formation, functioning, and improvement of the organizational mechanism for the development of “green” construction in rural settlement areas is the basis of housing construction, housing stock, and housing in rural areas of Ukraine.
