Institutionalization of state support for the development of small agrarian entrepreneurship under martial law: regional aspect

Abstract

Goal. To reveal the role of state support in ensuring the development of small agrarian entrepreneurship in the conditions of martial law and to determine ways of implementing foreign experience to improve this support. Methods. General scientific and special: abstract, analysis and synthesis, comparative, analytical groupings. Results. The role and place of the state in supporting the functioning of small agrarian enterprises in the conditions of martial law was studied. The types of support for small agrarian entrepreneurship with the participation of state institutions in 2021–2023 were considered. The effectiveness of state grant support as a new way of stabilizing entrepreneurial activity in the agrarian sector was analyzed. The effectiveness of the system of regulating the activities of small business entities in the agrarian sphere at the local level was evaluated. The great positive influence of grant and humanitarian support programs of international organizations on the acti­vity of small agrarian entrepreneurship was noted. The expediency of using foreign experience in supporting small agrarian entrepreneurship in Ukraine was substantiated. The main 2 areas of improvement of the state policy of regulation of small agrarian entrepreneurship were determined: protection of the interests of small agrarian entrepreneurship and creation of favorable conditions for its development and optimization of targeted state support for small agrarian entrepreneurship. Conclusions. Subjects of small agrarian entrepreneurship can quickly respond to the needs of consumers, diversify their activities, determine the most optimal ways of using their resources, and create new jobs in the countryside, but their development requires significant state support aimed at solving organizational, financial, informational, and legislative problems.
