Means of supporting the population of Ukraine to ensure food security in the conditions of modern challenges

Abstract
Goal. To provide recommendations on means of supporting the population to ensure food security in the conditions of modern challenges. Methods. Systemic generalization — to systematize domestic and foreign experience of supporting the population; comparative, index — to compare prices; economic and statistical — to evaluate the consumption of the main types of food. Results. The sufficiency of food consumption by the population in the pre-war and war years, as well as the state of the humanitarian situation, in particular, migration and the level of employment of the population in Ukraine, were analyzed. The experience of population support by the Food and Agricultural Organization of the United Nations Organization (FAO) and foreign countries was summarized, as well as the possibility of its application in Ukraine. They proposed to implement reduced VAT for producers of food products of the social segment, as well as programs for mothers with children and support for farmers. An overview of food and humanitarian aid to the population of Ukraine from domestic and international organizations was made; the classification of means of food support of the population in the conditions of modern challenges was improved. Regional differences in food prices were studied, which vary by more than twofold for individual items; global and internal challenges affecting the food and humanitarian situation, the state, and possibilities of food consumption by the population were identified. Conclusions. The means of supporting the population of Ukraine in the conditions of martial law should take into account foreign experience in overcoming crises, the potential and resources of the country. They could be based on 12 main directions, which include economic, humanitarian, technological, informational, and sanitary components. For the effective implementation of these areas, a comprehensive support program should be developed with the involvement of governmental and territorial organizations, volunteers, investors, and community representatives. For the implementation of such a program, constant monitoring of the state of food supply and information coverage of the population is important.
