Urgency of new service regulations of the cascade of Dnieper water basins

Abstract
The purpose. To prove substantive provisions of new «Service regulations of the cascade of Dnieper water basins», work above which is necessary for beginning in the near future. Problems: to find out strong and weaknesses of available “Rules” of operation, to determine modern parameters of Dnieper water basins, to find out changes of water ability of Dnieper, to develop structure of new Service regulations. Methods. Analysis, generalization, description, statistical data processing of hydrometeorological supervision, reception and data processing of remote sounding of the Earth. Own field researches. Results. It is determined, that water ability of Dnieper near Kyiv during available supervision practically has not changed. In the bottom current the river drain has decreased as a result of economic activities. The actual area and useful volume of Dnieper is less than water basins, than it is considered. In turn, changes of parameters of water basins influences on making their water balance, in particular, settlement volume of atmospheric precipitation and additional evaporation. Reduction of useful volume means smaller regulating ability of water basins that is especially important in case of passage of the big high water. Within the last decades use of water basins has changed. Qualitative condition of water, vegetative and fauna have undergone changes. In particular, overgrowing of water areas with water nut has considerably amplified. Conclusions. All that should be reflected in new “Rules”, illustrated, in particular, by maps of water basins and adjoining territories. New document should contain data on protective complex around water basins, data on basic water-consumers. Structure of new document is offered on exploitation of Dnieper cascade.
