Scientific bases of stable management of soil resources of Ukraine

Abstract

The purpose. Achievement of stable management of soil resources of Ukraine on the basis of new organizational and methodical principles. Methods. Analysis, synthesis, generalization. Results. The existing control system of soil resources in Ukraine is not enough balanced and also does not provide conservation of fertility. The modern state of soils is characterized by magnification of processes of degradation of soils, the reason of which is contradiction between state interests of preservation of soils as a resource and private interests of gaining sweeping reward payment from agricultural activity. Scientific basis is proved of reorganization of system of protection of soils in Ukraine, namely: actualization and management of information about soils, updating technological maintenance of soil-saving works, optimization of their financing. Scientific accompaniment by institutes of NAAS consists in development of a complex of necessary legal and methodical deeds, creation of national soil-informational system of preservation, systematization and harmonization of the information about soils with the international database. Implementation of new strategy of management by soil resources envisions refusal from out-of-date approaches to amelioration of salted, alkalinized, acid, water-logged and other soils with adverse agronomic properties in favor of adaptive-landscape space-differentiated techniques. Directions are offered of overcoming degradation of soils in a context of implementation of National plan of action on controlling degradation of lands and desertification, reformation of land affairs, administrative-territorial structure of the state and its eurointegration. Conclusions. The problem of preservation of soil resources and overcoming degradation of soils in Ukraine demands new methodical approaches and complex solution in organizational, informational, technological and financial spheres. Now integrated approach and coordination of actions is attained within the limits of implementation of the mentioned National plan of action, but the following step should be adoption of National program of use and protection of soil resources of Ukraine.
